Residents / Subscribers / Visitors

The parking system makes it easier for residents to find a parking place near their homes. It also regulates long-term parking and thus increases the turnover rate in required locations such as areas near institutions and authorities, post offices and shops. It is therefore more probable one will find a free parking place.

Brno has developed the "flower" model for its residents and parking subscribers. The parking permit (for both residents and subscribers) is valid not only in the location of their homes or places of business (the centre of the “flower”), but also in all neighbouring areas (“petals”). This measure significantly expands the area where one can park. The only exception applies to the most central part of the city where only local residents (1-01) are allowed to park.

For visitors, the system is simply divided in three Visitor zones (A, B and C):

To use free parking, one always needs to register with the parking meter or via mobile phone.

Payment options:

There are also other parking options, for example in parking buildings. Visitors visiting specific residents (for example relatives or repairers) can use temporary parking permits. Every resident in Zones A and B regardless of age or ownership of a vehicle can provide up to 300 hours of parking per year to visitors.

Which extensions of the parking system are scheduled?


I’m a resident:

  • Physical person with permanent residence within the designated area (In the case of foreigners from EU countries with temporary or long-term residence, in the case of foreigners from non-EU countries with permanent or long-term residence permits, with visas for stays of more than 90 days or with asylum)
    or
  • An owner of a real property in the designated area
  • The parking permit is valid not only the area of permanent residence, but also in all neighbouring areas (with the exception of area 1-01). In all other parking areas, residents are regarded as visitors.

What do I need to get the parking permit?

  • Proof residence or ownership of property (ID document or excerpt from the Cadastre of Real Estate)
  • Proof of legal relationship to vehicle (e.g. registration certificate)
  • Payment of fee for parking authorisation

  • Self-employed physical person or legal person with registered address within the designated area
    or
  • Self-employed physical person or legal person with place of business within the designated area
  • The parking permit is valid not only in the area of registered address, but also in neighbouring areas (with the exception of area 1-01). In all other parking areas, the persons mentioned above are regarded as visitors.

What do I need to get the parking permit?

  • Proof of the existence of a head office or workplace (extract from the commercial register)
  • Proof of legal relationship to vehicle (e.g. registration certificate)
  • Payment of fee for parking authorisation

I’m a visitor:

  • The parking system is divided into three visitor zones (A – red, B – green, C – blue)
  • The closer to the city centre, the higher the parking fee
  • Payment for parking can be made using a mobile app or parking meters or via SMS 
  • A resident may grant free parking hours to visitors who come to visit him /her
  • Pre-paid parking permit may be obtained for Zone B. Such a permit is valid on business days from 6 am till 5 pm and costs CZK 400 / week, CZK 1,200 per month, or CZK 12,000 per year

Information for Foreigners

A. Proof of permanent residence or the ownership of real estate in the Residential Area

  • Proof of permanent residence - persons who are not citizens of the Czech Republic (foreigners) and are also citizens of the European Union:
    • travel document and
    • one of the following documents:
      • permanent residence card
      • certificate of temporary residence of foreigners in the Czech Republic
  • Proof of permanent residence - persons who are not citizens of the Czech Republic (foreigners) and are also not citizens of the European Union:
    • travel document and
    • residence permit card issued for foreigners with permanent residence for the Czech Republic
  • Proof of long-term residence
    • travel document and
    • long-term residence permit
  • Visa over 90 days
    • travel document
    • long-stay visa and
    • proof of residence (lease, sublease, accommodation contract or contract with similar content, Written confirmation from the owner or authorized user of the apartment or house that he/she agrees to accommodate the foreigner)
  • Asylum
    • travel document
    • Asylum seeker's residence permit card
  • Proof of ownership rights to real estate in the Residential Area
    • citizenship card or travel document and
    • extract from the Cadastre of Real Estate proving that the claimant owns real estate in the Residential Area.

B. Proof of legal relationship to the vehicle (vehicles)

  • Owner or operator of the vehicle
    With the vehicle registration document or the vehicle registration certificate.
  • User of a vehicle based on leasing or long-term rental
    With the vehicle registration document or the vehicle registration certificate, with the lease or rental contract, the certificate of business authorisation of the lessor in the field of leasing and lending of movable property.
  • User of a vehicle based on a contract with a credit provider when buying a vehicle on a loan
    With the vehicle registration document or the vehicle registration certificate, loan contract and (if necessary) a related contract, from which it follows that the claimant has the right to use the vehicle, the certificate of business authorisation for the credit provider in the field of providing loans.
  • User of a vehicle based on the entrusting of the vehicle by the employer for the personal use of the claimant
    With the vehicle registration document or the vehicle registration certificate, an affidavit from the employer concerning the existence of a labour-law relationship between the employer and the claimant as an employee and concerning the entrusting of the vehicle to the claimant.
  • User of a vehicle based on the entrusting of the vehicle as a member of an elected authority of a legal entity (without an employment contract)
    With the vehicle registration document or the vehicle registration certificate, the affidavit by the legal entity proving that the claimant is a member of an elected authority of this legal entity, provided the legal entity is registered in the public register kept in accordance with the rule of law of the Czech Republic, with an extract from the public register proving the existence of this legal entity, or another document proving the existence of such legal entity.

C. The payment of the price agreed for the parking of the vehicle according to the Pricelist
